When is transaction concluded?

I shipped an item, buyer left +FB. Buyer now messages me saying item not received. What would you do?

i have had this a couple times once was as soon as buyer paid he left feedback and then claimed item never arrived , second item arrived buyer left feedback and 2 weeks later reported a fault
if they raise a dispute ebay will side with the buyer unless you have proof it was delivered"If I know I'm going crazy, I must not be insane"0 -
Ask them why they have left feedback. Feedback is irrelevant if they raise an INR or SNAD dispute.
At present, the buyer has 180 days after the sale in which they could do a chargeback (if they paid by CC), and in the near future they will have PayPal Buyer's protection for 180 days.
However, if you are a business seller, then Sale Of Goods Act and various EU consumer legislation becomes relevant. So to answer your original question, the transaction is finally completed (i.e your liability as a seller ceases) somewhere between 180 days and 6 years after the buyer has paid for their item.Philip0 -
Am I right then in assuming that any buyer can raise an INR case and win it even after having left +FB?
So all my sold items (and those of other sellers) shipped without tracking are liable to be refunded or replaced at the simple opening of a INR, even despite the buyer admitting they received it by the leaving of +FB?

The news is already out though, it has always been that way. UK law requires sellers to deliver, with proof in the case of a dispute, items to the buyer. feedback is immaterial.

It does need to be put in perspective though, if any seller seriously thought that everyone buying from them was a scammer the best thing would probably be to give up online sales.
I am currently sending about 300 items a month with perhaps one INR every 3 or 4 months so it would not pay me to waste money using tracked postage. I only use tracking for items over £20 or thereabouts .

So as in my situation you would refund or replace for this buyer on their message of INR, and ignore the +FB they have left for this item?0
