@ breadlover - there are plenty of templates of appeals to PPC's in the Newbies thread. Remember the objective is to get it rejected so that you can concentrate your efforts on the POPLA appeal.
As for blocking you in did you ask the person concerned to move and if so what was his reply?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I did ask him to move, he didn't reply at all just finished taking photos and then got in his car and backed out. Completely in silence. Took about 3 minutes so wasn't ridiculously long. Some of his photos will show the car trying to back out...it will be interesting.0

The wording for the 1st appeal to UKPS is already done for you in the NEWBIES sticky thread - 1st appeal template letter.
Just wait for the NtK (which should arrive between 29 - 56 days after the alleged event) and send the appeal template letter off (if posting get free cert. of posting from P.O.).
If you also want to be ahead of the game and research appropriate wording for the 2nd stage appeal to POPLA in advance then see NEWBIES thread post #3 for how to win at POPLA examples.
Also use Search the Forum for threads by other OP's dealing with same company0 -

Breadlover - I received a letter from UKPS saying my appeal had been cancelled. We didnt even get to the POPLA stage. My case was different to yours in that we were working for a tenant of the landlord and therefore had been invited onto the land, hence the tort of trespass was not applicable. Also the date of the so called parking violated on the notice was different to that on their photographic evidence which I also used to challenge them. I can send you a copy of my letter if you would like to use some of the other challenges I used0

Quite different then helphelphelphelp but looking at your other arguments might help if you don't mind. I would love to get it cancelled before the POPLA stage if possible. Just want it to be all over and never park illegally again!0

Use the template appeal already written for you in the NEWBIES top sticky thread. They may well cancel at the outset when they see it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
