ISA transfers should be 'pushed' rather than 'pulled' IMO. But they aren't. You have to 'beat' the money out of the existing provider by filling in not one but two forms that you give to your 'new' provider: a transfer request/instruction and an application to open their lovely product. They then set about communing with your current ISA provider and (with your authority) a cheque is presently despatched.

Why can you not proceed with the Halifax ISA transfer procedure which doesn't appear to require a form to be sent out?

If you google 'Halifax ISA transfers', you come across what looks a phishing site which copies the Halifax web page? DON'T use this link http://paramountbank.co.uk/isas/transfer-isa/ - it looks extremely phishy
It is because my ISA is currently with Aldermore Bank, who are not on the Halifax drop down list and therefore the form has to be done manually:(
