Seller wont accept Paypal, is this allowed?

Hi,
I bought a (cheap) car on a BIN auction, not a classified ad, and i have since noticed that the seller states cash on collection only. I want to pay via paypal like ebay is trying to get me to do, but the seller is insisting on cash.
I sent a message via ebay saying sorry but i want to cancel if no paypal and have received a rather abusive reply saying i have entered into a legally binding contract and that he is making a claim via money claim online.
I have since replied stating that I am willing to buy the car provided it is 100% as described and that I will pay via paypal. I also asked why is it a private sale as he is clearly a trader and his name is not on the logbook. He has since re-listed the car for a higher price and not replied to me. Now ebay is sending me reminders to pay for the car. I just want out of it now as I don't need the hassle

The buyer is within his rights to ask for cash on collection with a car sale I'm afraid.
If you pay with PayPal and collect the car, you could then claim that the car had not been received.
Basically, selling a used car (or any item that is "collected") via paypal, leaves the seller open to scammers.
If the listing states cash on collection only, and you don't stick to this agreement, you can receive a "payment not received" strike from eBay.
My advice would be, send a POLITE message to the seller, and appeal to his better nature, asking if a mutual cancellation would be possible. You catch more flies with honey and all of that.......0 -
If you don't want it then don't pay. The seller will probably raise a NPB dispute against you but there is little else he can do in reality. I very much doubt he would go as far as court as his chances of winning at best would be 50/50 or less.0

You bid for a car that stated cash on collection and want to pay via paypal? That makes a lot of sense.
Sellers who accept paypal must be able to prove delivery with a tracking reference. Perhaps you could enlighten us to how he can do this?0 -
As above, cars are exempt from the eBay requirement that forces sellers to accept PayPal. Yes I did suggest the mutual cancellation but no reply. He has since re-listed.You bid for a car that stated cash on collection and want to pay via paypal? That makes a lot of sense.
