Letter received from VCS no POPLA code supplied

My appeal letter was acknowledged as received 13\3\14.VCS said they would write having considered my appeal within 35 days.I received the letter today,it was post marked 16/4/14.
I used the template advised on this site.
VCS have completely ignored it's contents,they say they cannot process my representations as I haven't supplied the identity of the driver which they then request must be supplied within 14 days of receipt of their letter.
They offer a gesture of goodwill by placing the case file on hold for an additional 14 days. I'm supposed to supply the name of the driver by the 30th April or the right to appeal my be lost.

I guess this is their way of stalling so they don't have to supply a POPLA code etc
I would be grateful for any advice on how to reply, I realise the time frame is short.
I'm not certain about the time line either because according to their own letter they should have contacted me by the 17th April,however, this would depend on what is classed as a working day

Write back stating as they have failed to provide an Alternative Dispute resolution (POPLA CODE) in rejection of the appeal the Registered keeper now serves legal notice that the keeper liability is discharged as per POFA 2013.
You will have your popla code by return post.
If not, tough for them.Be happy...;)0 -
use the usual reply of not having to disclose driver details, they have been given all the information you are prepared to give them, either cancel or issue a popla code0

no, but you can make one up or use the forum search to find a similar example and copy and paste any replies given in those threads instead (I have seen this many times when dozens of other members have had this same thing happen and posted, probably every week on here)

One based on what I wrote has a 100% success so far of making them cough the popla code.
The reason is POFA 2013 makes it clear they must offer independent appeal or lose keeper liability.
If they lose this, who they going to sue ? they do not know who was driving, they could always start with Mr AAAAAA Ardvark in the phone book.Be happy...;)0 -
btw , he means POFA 2012 , not 2013 , so use what he said but 20120

either it qualifies under POFA 2012 , or it doesnt qualify
dont mix up pofa qualification with their right to issue a parking charge invoice (many do)
but as stated above, they lose RK pofa liability if they screw up on certain aspects , but getting back to you isnt one of them0 -

No luck on searching out your article on obtaining poppa code,sorry you are talking to a real dunce when it comes to computers etc0
