    Once the walls have been renovated cameras will be fitted and yes one may well cover the balcony.

    If the house has been run down for 50 years, then I suspect the previous owner(s) were just unable to fight off/reject the incursion or plain not bothered.

    And given the shadows on the first photo, I assume that the balcony gets the sun long after the garden is in shade?

    I suspect the outbuilding was put up in the late 1800s or very early 1900s judging by the arched brickwork above the windows which have been replaced in the 1940s by the present square windows, its hard to see in the picture. I presume no planning was required in those days.

    How about suggesting a glass partition is put up? This wouldn't block any of their light, but would act as a physical barrier to prevent them seeing into your (main) window. Then you can just keep the curtain drawn over the side window they could still see in...I think you have to write that one off anyway.

    I did suggest an opaque glass screen but they rejected this and want everything left as it is.

    Does that side window open? If it does, you could open it and sit at the window every time they use the balcony and be friendly. They might see the point of having some screening or a nice big plant between you and them.
