What if there are no street lights?
It's really not that hard:
With street lighting: any speed limit except 30mph must have repeaters. 30mph must not have repeaters
With no street lighting: any speed limit except NSL (60 for cars on a single carriageway) must have repeaters. NSL must not have repeaters.
This is all covered by the Highway Code (with references to the relevant legislation) which, if you drive, you're no doubt fully conversant with anyway0 -
