Thanks for that Joe - I knew about that one - but it would also need the 30mph roundels too wouldn't it?
I would expect that red sign to be displayed first then 30 signs at the exact point where the limit drops from 40.
The OP clearly said there was a half hidden sign had been placed further up the road telling people the limit had been reduced from 40 mph.
No problem, but no there shouldn't be roundels if the sign's being used as authorised.
It's not supposed to be used where, say, part of a 40mph road has been reduced to 30 (such as through a village) because the shiny new 30 roundels should be clear enough for everyone.
It is allowed to be used where there was a 30 limit changing to a 40 limit (which would have had 40 roundels) but that 40 has now been dropped to 30. In that situation there are no new roundels because they simply remove the old ones. You're expected to know that it stays as 30 until you pass a sign, so the lack of signs tells you that it's still 30.
As a helping hand to people familiar with the old limits (who may not consciously register the missing 40 signs) it's permissible, but not required, to use that "new 30mph" sign to draw their attention to the change. But it can only stay in place for 6 months after the change, by which time they expect everyone to be familiar with the new limit.
Of course, anyone not familiar with the area has no excuse for thinking it's 40 because they won't have got used to the old (and now missing) roundels so, from their POV, they're just continuing along a 30mph road (unless they listen to their satnav of course)

If he doesnt know the roads what relevance is the reduced speed limit? Its not like he knows the road and can say"well it used to be forty". He is the only one to blame.

best part of it I phoned the plod myself and enquired on the points and awareness course cost and they didn't have a clue yet they're quick enough to give you a ticket0

I did an awareness course recently - shocking how many of the people there had no clue what the speed limits were.
Also helped to pass the time winding up the presenter with some basic general knowledge and understanding of physics.0 -
If it wasn't a 250 mile round trip I'd be there tomorrow to see if there are two signs one either side of the road stating 30 mph if there aren't I'm of the belief after speaking to a friend at the highways agency they are on dodgy ground0

Everyone who gets nicked for speeding (or in this case, his Father) has always got an excuse as to why they are hard done by and why it shouldn't apply to them.
Reality is, your son got caught going over the speed limit.
As much as you don't like it, it's black and white. There was a speed limit in force, and he exceeded it. He exceeded it because he was not being observant and relying too much on technology, and not on the Mark 1 observational device! Just let him do the course. As a young driver it will do him no harm. If he learns at an early age how problematic speed can be, then the rest of us as fellow road users will be just very slightly better off.

I have to say that im in the camp he should have used his initiative and figured it was a 30 limit.
When learning your taught that if it isn't a dual carriage way, there are street lamps and there are no repeater roundels indicating otherwise, you should always presume it to be a 30mph limit. This leaves your son no excuse having been passed just one year as i remember and still put it to use 5 years on.
Anyways regarding the course. The police do not themselves run the course. 3rd party, for profit organisations do. There are several operating up and down the country and each force has a choice of who to operate with. If Nottingham force use company A @£95 and your force use company B @£70 you must use company A at one of their locations even if this means travelling to the original force area or further. Unfortunately its a case of their way or court and at his probationary status, this is not somewhere he wants to be.

That depends on what the old limits were on either side of the change.
If your son was driving along a road that was always 30mph and used to change from 30 to 40 at some point, but they'd changed the part that used to be 40 to 30 as well, then there would be no 30mph signs - in fact, it would be breaking the rules for them to put any up!
If you can say where this happened (road name / number, rough area, and what direction he was travelling), then Google Earth will show easily enough whether there should or shouldn't be 30 signs0
