Too late to appeal

Hi all I got a parking charge in Jan which I ignored and the 2nd letter arrived 28 days later again I ignored that also, then I got the letter from the debt agency so I decided to appeal last Sat 12/4/14 Got a call on Monday saying appeal rejected looked at all letters no mention of POPLA apart from too late the past 28…
