Hi
I received a parking ticket from excel today for parking in a disabled bay at 9pm @ night I was gone for 15 minutes. But thought it would b ok since it was the time of night! Do I have to pay this since it wasn't issued by a government official ?

Please don't hijack other people's threads, go to the main parking forum and read the sticky threads at the top. Then create your own thread for advice.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Unless you have a disability you are blocking a bay for a disabled person, surely you realise that?
Having said that, you can avoid a small claim defence situation by appealing this and winning at POPLA like we always do. Please come back to the forum, start again at square one and don't pass 'go' until you've read the 'NEWBIES PLEASE READ THIS FIRST!' thread at the top:

I would stick with the tried and tested wording for the simple 2 stage appeal. At POPLA stage we win every time, 100% record, so follow the NEWBIES thread including how to win at POPLA in due course and you'll be fine, just like all these newbies were:
