    Sorry for the confusing thread, it is a lot like me, confused and I am trying not to identify anyone too!

    Do you really believe that DE have so many cases identical to yours at Staffs Uni (reported admin errors in issuing permit, 3 FCNs being covered by 1 POPLA code as examples), that they cannot identify already about whom this thread relates? I'm not saying in any way, shape or form to 'name the driver', but it seems to me that we are having to wade through treacle to try to help you.

    You are holding information back in the hope of anonymity - to be honest, it's pointless. Now on post #22 and unfortunately no further forward. I'm getting rather confused by it all. Hope someone with a clearer view of things than me can help you through it all.

    This is at least the third such thread in as many weeks each involving a student at Staffs Uni in receipt of multiple DE FCN's, that has received a single POPLA code, who has a friend posting on their behalf and with whom obtaining details has been rather like drawing teeth.

    @OP - Please bear in mind that we do this voluntarily and none of us has unlimited time in which to do it and getting advice is a two-way street. We are more than prepared to help but you need to play along. If what you are doing is out of a desire to preserve some element of anonimity at least PM one of the regulars so that they can then share things suitably.

    If you do nothing else please get your friend to post directly themselves. Chinese whispers are a recipe for failure and will lead to inevitable confusion. Oh! That's where we're at.

    Unless we can get meaningful information I can spare no more time for this thread. Sorry if that sounds blunt but here we are on page 2 and we're not really any further forward than we were when you first posted. I suppose in the words of Peter Jones, "I'm out".
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    So, I am now correct in thinking that the RK needs to respond to DE requesting 2 further codes, after which time RK can then appeal to POPLA
    NOPE.

    As DE jumped ship on 31st March from the BPA to the IPC, the POPLA code must have been issued in March (eeek!), so it will run out VERY soon, hurry up, it may already have expired and WILL NOT be extended! The RK needs to use it and just put all 3 PCN numbers on the top and a covering letter than this PPC intends for the POPLA code to cover all three PCNs as they have now moved to the IPC. Or, choose one of the PCNs (the one that they issued the code for if that is clear, if not, just choose the oldest one) and appeal that at POPLA...with help!

    Did the RK get a Notice to Keeper (NTK) in the post for ALL of them? If so then that will be easier to defend in small claims as their NTKs are indeed 'non-compliant' to say the least.

    Send a written complaint to the Facilities/Premises Manager at the Uni (Director?) although I've heard from other posters that she's (allegedly) in the pocket of DE.

    Send an email complaint to the DVLA and BPA and IPC as well. Say that this PPC has jumped from one ATA to the other and is refusing to issue POPLA or IAS codes on two out of 3 PCNs despite it being offered in the NTK paperwork. Ask how the DVLA and the two ATAs are justifying AOS members avoiding independent appeals and denying the keeper's rights like this? Why hasn't the DVLA stepped in and knocked the two ATA's heads together to ensure appeals are still offered when a PPC leaves?

    Send a pm to Hangar18, he got exactly the same treatment as you and is staff there too (ARE YOU HANGAR18?!). He got 3 PCNs and ONE POPLA code and ended up paying at least two of them. He was concerned about court - you will be likely to have to defend two of these in Court, IMHO. This one is a headache for the RK but AT LEAST use the POPLA code in time for one (or all three if the RK wants to try it). I can write you a POPLA appeal for this lot if you have a couple of days.

    Check the expiry in the Parking Cowboys POPLA code checker (in the NEWBIES thread, post #3). This POPLA appeal is the priority first and is Urgent!

  • FWIW - In view that this lot have jumped ship I would be inclined to:

    Try one POPLA appeal listing all three FCN's - submit the rejection letter from DE as part of the evidence and citing that they only offered one code -

    write a separate email to Richard Reeve at POPLA citing that you were only given one code for all three

    Complain also to the BPA and DVLA as per coupons post above.

    write to DE confirming that you have used the POPLA code as per their rejection letter and that as they only supplied one code for the alleged three FCNs to the RK - then if POPLA do not consider the appeal covering all three charges - you will not be held liable for any charges and should further proceedings be taken against you this matter- this will be brought to the attention of any DJ. DE can of course cancel the charges now or supply another two valid POPLA codes for the other FCNs.

    In your complaint to the BPA and DVLA mention also that this has been brought to your attention and you believe that DE have done this consistently before. IYO It is also quite possibly a deliberate attempt to reduce any payment they incur for the POPLA appraisals.

  • Well, had a resonse from DE...they do not like these sites do they?!! As expected, none of the requested information was forthcoming, just further "warnings" of potential actions...guess I'll wait to see what POPLA decide.

    Hmmmm...if I was a Facilities Manager at a University full of young students I would never sign a contract saying the above! Look at the words - it's giving DE absolute carte blanche.

    BTW don't be intimidated if the Uni's apparent best friend and favourite alumnus, Dyl at DE writes to threaten some old drivel about libel.
