    Because usually the person named on the birth certificate as a father is presumed to actually be the father. If the person named disputes this it is usually down to them to provide evidence that they aren't such as them paying to have a DNA test done.

    Now...assume you are the parent with care of said child. You have payments coming in regularly from someone who you think isn't actually the father. Agreeing to DNA testing would mean the truth might come out and the payments would stop. I don't want to cast aspersions, but if you were the kind of person who would con someone into believing they were the father of someone else's child then you may also be the kind of person who could take that persons cash and be untroubled by such a thing as a conscience.....no? Therefore, DNA testing in these circumstances can be a little hard to achieve to say the least.

    The CSA have always provided DNA tests for paternity disputes for alleged parentage ie where the father isn't named on the birth certificate by the way.

    As for heroin and birth defects, a major proportion of children born to heroin addicts are being born with extra digits (fingers and toes) and other problems,

  • Anyway, The mother agreed to dna testing but now she is refusing to go through with it,


    It turns out that she made the original claim for maintenance while is was in hospital and she filled in and signed all forms without my knowledge or consent, she has admitted this to the case worker,


    Now she is flatly refusing to comply, I have already agreed to pay for testing but she has now done a vanishing act.
