PCN - UK CPS Ltd private carpark

I live in student diggs on a university campus, the block of flats has its own (very small) private car park, not enough spaces to house even half the residents. If you want a space you DO need a permit and signs are put stating so.

I park my car 10 minutes down the road but I got unlucky one night when deciding to use the carpark. I work late nights on weekends (don't get home before midnight), getting home at 1-2 in the morning sometimes and don't like walking home on my own through a city centre and through a university campus (I'm female, the campus has had a number of attacks/muggings). I only parked there since it's the Easter holidays and most people have gone home, there are only 2 cars in the place so I obstructed no one.

But I got done, the ticket was issued at an eager 8:30am and stuck on my windscreen. £60 within 14 days or £100 thereafter.

Could I appeal to UK CPS or my landlord/estate agent? :(

    Standard appeal to UKCPS using the template in the Newbies thread but only after you get the Notice to Keeper.

    Demand that the landowner get the charge cancelled and ask why they think it is acceptable to put female students at risk.

    Of course you can also complain to the managing agent but I wouldn't. I would stick with the tried and tested wording for the simple 2 stage appeal. At POPLA stage we win every time, 100% record, so follow the NEWBIES thread including how to win at POPLA in due course and you'll be fine, just like all these newbies were:

    I was issued a PCN last week in the carpark of my residence (I don't have a permit, they had no spaces left when I asked). I did break the rules for one night but I feel the fine is unfair given the circumstances (I parked to avoid walking across city on my own, female, late on a weekend evening) and I was obstructing no one given it's a holiday period and most people have gone home to families.

    But this aside, I went online to pay the fee and the website kept on telling me my issue number was not on their system - still 10 days after the ticket was issued. So I rang to pay, and they told me my details written on the ticket did not match what was on their system. It was ONLY THEN I realised the issuer had not written my registration number correctly. So I told the woman I'll ring back later.

    My situation now:
    Pros - They have the wrong registration number on the ticket and on their system. The issue number was not working on their website (but is on the system in the office when I rang?). I did not declare my name or any personal/car info when I rang the office.
    Cons - The carpark has CCTV. I also tried to appeal to my landlord rep, so they could potentially find me through my landlord/estate agent.

    I'm unsure what to do next, contact the company that issued the PCN? I rang citizens advice and they said I have two options, to ignore it in the hope they won't attempt to find me in other ways (through the landlord, look at CCTV?) or just pay the fine and be done with it.

    I do think I ought to contact the company and tell them it's an invalid ticket and ask to waiver it, but I'm unsure what to say? Any advice?

    Who issued this ticket? And is this in England or Wales
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Wait for the postal notice to arrive - don't appeal to the windscreen ticket

    In the mean time can you get photos of the signs on the site.

    Definitely hold fire until you receive the NtK.

    There'll be no CCTV footage that anyone is going to pour over, this isn't a murder case!

    No doubt, if the incorrect VRM has a vehicle currently attached to it, then someone is going to get a surprise in the post in a month or two's time :) and they'll kick up a fuss and provide irrefutable evidence that this does not apply to them

    At that point UKCPS might either bin it, or might go back to check the parking chimp's digital photos they'd taken at the time of issuing the ticket. They will then reapply to the DVLA, but will be out of time (PoFA) to hold the RK liable.

    If the VRM isn't attached to a vehicle, the request to DVLA (to be sent in about a month's time) will be returned 'N/K' and UKCPS might go back to photos.

    Even if they had your correct VRM the advice would still be to do nothing (other than read the NEWBIES sticky) and await the NtK.

    As Umkomaas has said, I'm wary they'll put in the effort to eventually track it back to me. I've read/heard that often don't bother to push further with invalid tickets/lack of evidence cases etc. But as a first-time ticket receiver I'm unsure! IF this did eventually did get tracked down to me and then summoned to court, would I have a leg to stand on? And that's given they even find me in time, you mentioned PoFA, there's a time limit?
