According to the article in the attached link, the deadline for reclaiming was 31st March 2013

Read this link, it has the various steps (and deadline dates!) you need to have taken to reclaim the fees.

I already have a claim ongoing from 2012. I need the proof of payments for this.0

I don't really understand why you need to prove payments were made. If the Care Home hadn't been paid and the family were expected to cover the costs, they'd have chased you for it pretty darn quick.
Wouldn't your local Primary Care Trust have records of all payments received ?
Try the Local Government Ombudsman

I agree, but it is the amount of the payments that is the criteria.0

I have spoken to the Local Government ombudsman and they have taken details in case I wish to proceed with a complaint. I am giving it a while longer.0

I have now been told that the Government ombudsman may not be able to help me obtain these financial records I desperately need and to try the Information Commissioner. I contacted them yesterday, and they say they can help me and to send all the information that I have into them in writing. Sooooo, we will see!!!!0
