    This car park is split into two , one with tesco and the other with Parc Fforestfach, there are two sets of made up rules, and two different amounts of charge. But here is the thing, they are both run by highview!

    So OP can you remember which side the car was parked? Make sure your invoice matches the signs, if there is any discrepancies you could add it to your complaint.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    So judging by those dates, the letter that you sent as an appeal may have been out of time.

    Have you complained to the shops/land owner and asked them to cancel the PCN?

    If they aren't accepting your appeal (as it was out of time) then I can see no reason why you couldn't identify the driver to restart the clock. Don't know what anyone else thinks?

    also worth noting this is pranksters favourite PPC since he got bit by radioactive spiders

    and on his site he explained ANPR technology a couple of months ago http://parking-prankster.blogspot.co.uk/2014/02/how-parking-operators-use-anpr.html so not always a good idea to appeal for "better photos"

    better to appeal and get a popla code in good time and then let popla decide on anpr or on the pictures etc

    I believe that naming the driver, resetting the clock and starting this properly in good time, using templates like the coupon-mad appeal would be better than trying to argue with Highview or DR+ , as any complaints will fall on deaf ears

    at the moment it all seems to hinge on if the first letter from the OP to the PPC can be deemed an "appeal" or not , sounds more like a challenge or query as opposed to an "appeal"

    so maybe starting again is the best option , maybe some others can advise on that aspect of this case ?

    that first letter really should have been one of the old , debt denied , prove it , cancel or send me a popla code type of letter with mention of it not being a gpeol too

    then an appeal to popla

    that "colleague at work" should also be made to "pay for his crime here too" !! - ie:- terrible advice

    in the meantime complain to tesco CEO if it was their car park , or the other landowner if not

    Regarding the pre estimate of loss in this place, I believe one side of the car park is £70 and the other is £90, so the only difference is different signs. So it would be funny to see them explain themselves. It makes me want to spend a little time there to see.

    This is one of those car parks where there is nothing else around apart from residential housing, and you wouldn't go there for anything more than shopping, it wouldn't be used for anything more. Across the road though is pontardulais retail park with no parking scammers at all, so if someone was going to abuse anything it would be there.

    Yes Stroma you are right, The Tesco side of the car park and the upper part, which serves the main shopping area and the process are different. Tesco states that their part of the car park is not operated by highview but by a different company. This car park was featured recently on a programme called 'The Ferret', a show which exposes corrupt trades men, scammers etc. The result of this program caused V to raise its parking time from three to four hours.

    Thanks for the link Redx, seems like the ANPR did achieve an infra red capture of the rear plate and I received a reply from DR+ today stating the same thing, they also stead that they are in no way connected to HV and that they are a separate company.

    Looking at all the advice, I guess resetting the clock seems the most realistic option to me, just not sure how to now go about this. Do I still contact DR+ and state Debt Denied - Refer back to Client, should I still contact the DVLA and the BPA and forward copies to HV? I am still annoyed that HV did not respond to me at all, regardless of nature of the letter.

    Apologies if this is a little long winded but again, really appreciate everyones input. Thank You

    Under The Protection of Freedoms Act 2012, this now discharges any obligation the Registered Keeper might have had and I expect you to cancel the PCN addressed to me.

    Please ensure that your Debt Collectors are appraised of this situation; further contact by them will be considered harassment and I will act against them and include you, as their principal, in any action I take.

    OP NOTE - while you will be providing your wife's name, is there an address different to your own - local relative/friend who could receive any post in this regard and pass it on to your wife quickly - this has been advised many times previously.

Just some queries, will use my parents address for correspondence as advised, would just like to know why this is advisable, could this generate problems for my parents in the future and will HV not obtain my wife's details (including home address) from the DVLA.

    is is advised on the grounds that if the RK and driver live together , they will assume the 2 have colluded, even if they havent (meaning that the driver told the RK)

    using a different address means they have to write to the driver at that address , so if you were both called jones then there could be thousands of Jones in the country , mostly at different addresses ;)

    the DVLA dont keep records of driver addresses , only RK addresses

    the only reason they chase the RK is because they dont know the name or address of the actual driver (the one who is responsible for the contravention or rule breaking)

    If you provide your address it might give HV an excuse to start prevaricating. The Act requires 'an address for service', not the 'home address'.

    There should be no problem for your parents as any letter can only be addressed to your wife. I can't imagine any reason for any contact with your parents - harassment is a very serious issue.

    There is no precedent for the DVLA to be contacted by HV as you have provided all the information required for them to contact the driver. They then have no 'reasonable cause' to make any further contact with the DVLA.
