A change in law could only make this happen, not the budget.
As I say they said it was a legislative change not a tax law change although on the 6th of April. It seems there were a whole raft of changes to Alcohol laws on the 6th April although struggling to find the specific one in this case. It may be all tied up in the irresponsible promotion of alcohol and may be the Supermarkets giving some ground on it. This part is supposed to stop the selling of alcohol below cost price.I started with nothing and I am proud to say I still have most of it left.0 -
Here is some guidance on the changes done by Newcastle Council

It seems offering staff discounts may bring the unit cost of strong spirits below cost price so I suppose it is down to individual supermarkets to set their own policy depending on their cost/sale price.
Seems Sainsburys have gone for the belt and braces approach in not being in danger of contravention of the law, so it may be Sainsburys only just beware if it matters to you.I started with nothing and I am proud to say I still have most of it left.0 -
Just found this on the Sainsburys website
http://help.sainsburys.co.uk/help/company-values/gov-legislation-bwsDue to the introduction of new government legislation from 6th April 2014, no retailer will be able to sell alcohol below the rate of the duty price plus VAT. Although it has never been our trading policy to do this, we have introduced some new measures to ensure that we comply fully with the law.0 -
An official impact assessment says the ban on sales of alcohol at below cost, defined as duty plus VAT, will mean an ordinary 440ml can of beer or lager cannot be sold below 50p.
The new "floor price" for a bottle of wine will be £2.24; a bottle of vodka or other spirits will cost a minimum of £10.16.
Low-strength beers that have an alcoholic content of 1.2% or less will be exempt from the policy, as will duty-free sales on ships, aircraft and in airports.0 -

Struggle no more.
It's the The Licensing Act 2003 (Mandatory Licensing Conditions) Order 2014

This was supposed to come into force on 6th April (which isn't an odd date at all, as new regulations traditionally take effect on 6th April and 6th October); however, due to a Home Office c*ck up implementation has been delayed - we're now told it is likely to come into effect mid-May.
A lot of businesses had taken steps to ensure they would be compliant from 6th April and the Home Office didn't bother to tell anyone about the delay until the end of business (17:30) on Friday the 4th - so no time to roll back changes on till systems etc.Common sense?...There's nothing common about sense!0 -
It was told to all colleagues in Sainsburys about this new change a month before the introduction of the policy. It should have been the same in all stores.
Or at least it was in my store.
However it does have to be noted that my store manager didn't actually know until it came down on a weekly newsletter from head office- the same day he told us.
Excellent forward thinking. (Not)0 -
