Car parking partnership

Afternoon everyone,

I have read a number of posts regarding these guys, the rules have changed as I've read of the sticky for the topic, however I'd like little reassurance and help with my specific situation if possible please.

On Friday of last week I received a parking notice on my car, which is parked in a designated bay which my land lord owns (She has sent over copies of the title for the flat and parking bay today). I questioned the parking ticket at this point and the "fine" states that this is because they believe I need a permit for this bay. However as it is owned by my landlord I would believe it to be private land.

In older posts recommendations were to rip this ticket up and forget about the CPP (Car parking Partnership) but as my girlfriend has pointed out they are part of the British Parking Association she wants to pay this.

In order posts I am advised not to appeal, what should my first step be now?

Thank you for any help, like others with these sort of fines I am terrified of having to pay this and potentially a weekly permit I never knew I needed.

(Note) When my girlfriend called them (she didnt give any of our info) they also go by the name Elite car parking (019 9276 4520)

    You need to read the Newbies sticky but in short :

    1. Don't pay it - who does your girlfriend think the BPA are ? They are a den of thieves who are paid for by .... wait for it .... the parking companies !!!!

    2. Await Notice to Keeper

    3. Appeal to the PPC

    4. Appeal to POPLA using the POPLA templates in the sticky

    Hi HB,

    Thanks for the very quick answer to this.

    The stickies say the Notice to Keeper can take up to 58 days to come through. However I only have 14days to appeal before the fine raises, or should I completely disregard all dates completely as they have no lawful ground to do this in the first place?

    That's for the driver to appeal. It will be reset when they send the NtK. Regardless you won't be paying them a penny !!!

    Await the NtK and then send the template first appeal written by Coupon Mad in the Newbie thread.

    #1 IT IS NOT A FINE!!!!! Please remove the word "fine" from your vocabulary in relation to this. It is nothing more than a speculative invoice.

    #2 Who cares about 14 days? You'll be paying NOTHING - ZILCH - NADA - £0.00.

    Anyway, when they send the NTK they should offer the reduced fee to the keeper too, so it doesn't matter. But since you won't be paying it, what does it matter?

    It's not a fine - it's a speculative invoice - only the police or council can issue fines.

    The tactics regarding paying early to avoid paying more later are there to scare you into paying up - don't fall for it - follow the advice and you stand a better than 99% chance of paying zilch nada NOTHING

    EDIT - there you go now you have it in triplicate :-)

    Can't thank you enough for the reassurance these posts have given me.

    Thank you all for your time, when I get the NoK (or if, I'm not sure if they always take it that far), I will draft up a POPLA letter and post it here for review.

    Please read Hot Brings post #2 above again

    When you get the Notice to Keeper (NtK) you do an appeal to the parking company first (see the template 1st appeal in the NEWBIES sticky thread).

    Only when that is rejected and the PPC send you a POPLA code can you then appeal to POPLA.

    Hi Collies,

    That link and chart make things brilliantly clear.

    I've read the sticky a few more times. So I'm guessing this Car Parking Partnership or Elite Car Parking is a known company and hence not a small fry that needs an appeal asap.

    I will keep my eyes open for the NTK and deal with it whenever it comes :)

    Think update and reach out for a little assistance.

    MY last post (as I can't post links as a new member) is entitled ":( Car parking partnership" dated 02-04-2014, 11:56 AM

    To sum up;

    Window Screen notice from CPP (Care parking partnership), not paying due to it's an invoice, and my case is that my landlord actually owns the bay, not the enforcer. (Titles and deeds as proof)
    Didn't appeal.
    Still awaiting NTK

    Today the CPP car was parked next to my own with the ticket (invoice) agent scouting my area. I stuck around (at a distance) to see what was going on. He did a few cars and drove off.

    Didn't re-ticket my own however I wanted to go over and speak to the guy.

    I did the right thing in not making myself known yes?

    Also if I should get any more tickets do I follow the procedure again or address both when I get my NTK and send my appeal?
