Hi i had a similar problem with a house I let to students, i had set the central heating to be at a comfortable temperature day and night which I considered to be more than generous as all the bills were included in the rent.
Some of the tenants weren't happy with this and bought their own electric heaters which made the electricity bill go sky high, after they left I abandoned the idea of including the bills in the rent and now just let them sort it out between them selves.

Virtually everyone has recommended that the lodger should be sensible and try a jumper before adjusting the heating to a temp which makes the owner uncomfortable.

Utterly baffled to learn that there are people who consider jumpers to be "outside clothes".
Coats are outside clothes. Gloves and scarves are outside clothes. Jumpers are just clothes and should be worn whenever it's cold enough to need them.
Think of the environmental impact of cranking your heating up until January feels like July, just so you don't have to put a jumper on.

Absolutely and I am amazed at some of the opposition met. I can't predict just how high my bills would be if I maintained 25 C on a regular basis. If I had no lodger, I would reduce the heating more than it is now.0
