Call it preparation for work! You'll probably be expected to be able to concentrate on your work for 2 hours at a time without nipping off to the loo every five minutes so its good practice!
what kind of employer stops you from useing the toilet when you need to?

I doubt the above applies. It's a two hour training course not work.

Unless you have a medical reason why you can't wait two hours I don't think they would need to let you use the staff toilets.

Plus being a public building they could also say it's a security issue.
holding for anymore that 10 or 15 minutes is unreasonable to expect and unhealthy no doubt.

It is frustrating for the genuine people attending the JCP, but the reason they do not offer toilet facilities is because of other claimants. Some offices used to have them, but they were frequented by druggies and prostitutes - the cost and risk involved outweighed the benefits. They have even closed the toilets at the bus station for the same reason :(
    Do you have proof ?

That's just exaggeration and an excuse.

Are government Jobcentre buildings required to have toilet facilities available for public use ?

Our local Jobcentre is the venue for compulsory numeracy and literacy classes of 2 hour duration but have told claimants that there is no toilet available but drinking water from a water cooler is provided.
Obviously, there are toilets somewhere in the building for their own staff to use but nothing is made available for public use despite being required to be there for 2+ hours.
They're just trying it on, welcome to the weird world of the Jobcentre.

You've been mandated to attend course for 2 hours, they should provide toilets, it's unreasonable not to.

All sorts. Brain surgeons, goalkeepers, bus drivers, window cleaners, steeplejacks, teachers, none of these get to take toilet breaks without restrictions.

    What a silly question!

Its an issue of basic decency really,if you need to go to the toilet you need to go end of story. There are loads of reasons why a person cant wait 2 hours from medical reasons to pregnancy, upset stomachs etc.
Even in prison and custody suites people can go to the loo. I'd be complaining to my M.P.

^ To the person above, I've known plenty of those people nip and use the loo, from teachers saying they will be back in a minute to bus drivers running into public loos.

    JSA claimants are NOT customers

    Really?

I would suggest you read the jobcentre plus standards and service policy where 'claimants' are certainly defined as customers.

Here is one of the laughable paragraphs from the document. Those who have had the misfortune to attend those places will undoubtedly have a wry smile on their face when they read this as this 'commitment' is just a joke.

Hmmm- Friendly, fair, helpful, professional and respectful - for those who have attended a job centre, you decide if they have fulfilled their commitment to their CUSTOMERS.
