Parking Charge Notice - waiting on double yellows

Hi everyone

I received a parking charge notice this morning - I'd really like to know whether my case is hopeless, and I'm wasting my time in appealing.

Here's what happened:
  • I stopped on double yellow lines (with engine running and hazards on) to check on my baby in the passenger seat.
  • At the same time my wife quickly went into a shop on the other side of the road
  • One guy came up to the car taking photos while another came round and handed me the parking charge notice
  • I was there roughly 5-6 minutes
  • It's private land (even though in the town centre)
  • There was a similar sign to the one shown on the parking prankster blogspot for ANPR about 20 metres away (I hadn't seen it) that said NO PARKING at the bottom instead of PERMIT HOLDERS ONLY. (Unfortunately I can't post the link with being a new user.)

Any help would be really appreciated.

    If it really was private land then double yellow lines are irrelevant and you do not have to pay anything.
    Please read the advice on the sticky thread for Newbies at the top of the page then come back for further advice once you have found the part that is relevant to your case. Please tell us which parking company this was, and where it happened (England and Wales or Scotland or Northern Ireland) as the law is different depending where it happened.

    You can easily beat this at the POPLA stage with minimum hassle. The sticky thread has all the info you need to do this.

    However, the most important thing to do first is to confirm with the council that this really is private land. Do not contact the parking company until you have done this and read the sticky thread I have mentioned and put up a draft appeal on here for the experts to check before you send it off..

    Do not pay, do not ignore, do not reveal who was driving.

    If it was the council, I think there would need to be an observation period of at least a few minutes to ensure that you were not there to un/load. These two times should be printed on the ticket. I'm not sure though.

    Who issued the ticket - the council or a private parking company (PPC)?

    If a PPC, who are they?

    It's a fair bet it's a parking company as it's a parking charge notice, and that there was two of them working together.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    I guessed that. I was double-checking and I was interested to know, in view of the OP's final bullet, whether it was Team Trev?

    But I wasn't sure if the OP was referring to PP's blog on how ANPR systems work.

    I doubt if anyone will believe that, as mitigation goes that is pretty thin ice.

    If it was a private company that ticketed you then you are lucky.

    Hi everyone

    Apologies it took me so long to get back. I took your advice and went away and read the stickies (and the driver ignored the PCN). I can confirm the following bits of info you asked about:
    • The company who issued the ticket is ANPR ltd.
    • This happened in England.
    • I contacted the Council who confirmed that it is private land.

    I received the notice to keeper a couple of days ago, which was dated 49 days after the initial incident. This letter is quite intimidating.

    I'm now going to send an appeals letter to ANPR ltd - the exact template that is shown on the NEWBIES sticky thread, with the only change being I've added the date of their notice to keeper letter.

    Does anyone have any comment before I send the letter? Any advice would be grateful (even if just to say go for it), as I'm really worried about the letter.

    Sorry but they are the village idiots of parking companies, they are a standing joke on here, is it N Martin writing to you? Just send the appeal letter in the newbies thread with a free proof of postage from the post office.

    Head the letter to Trev-the-clamp if you want, it's in reference to Trevor Whitehouse who owns this firm , google his name for a laugh ;)

    Thanks Stroma the laughing face response has eased my worries a bit! And I just did a quick google search on Mr Whitehouse.

    The letter is just from "The Charge Notice Dept. ANPR Ltd."

    Do you think I'll be in for a long back-and-forth on this one?
