You are not appealing to the dvla and bpa, you are making complaints about parking eye not giving you a popla code on their rejection to you. You need to scan this letter into both.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

The emails i sent to BPA and DVLA are as follows, obviously i tweeked the original email to them, and although i mention about the claim, i am complaining to them as well.
I do hope this is ok, as i thought it was an ok complaint ! :

REF Number : ****
I am contacting you with regards to a Parking Eye Invoice dated ****/2014 for parking in *** Retail Car Park, ****. I have attempted to contact Parking Eye through the means advertised on their invoice, however failed to get a response from the Webform contact, and received an automated, and irrelevant letter back dated ****/2014.
As explained in my letter to Parking Eye I strongly dispute their invoice to myself, and have denied all liability to this company on the following basis:
1) The amount being claimed is not a genuine pre-estimate of loss to your company or the landowner
2) Their signage does not comply with your ATA Code of Practice and was not sufficiently prominent to create any contract
3) They are not the landowner and do not have the standing to offer contracts nor to bring a claim for trespass
The letter I have received back from Parking Eye was a "Rejection of Invalid Invoice" and failed to provide me with any POPLA Code and as such breaches the BPA code of practice.
I have now had to resend a further letter, chasing for a POPLA code to try and dispute this invoice which I am extremely unhappy about. I am finding their approach to dealing with this matter very unsatisfactory, with no response to any of my queries or issues, and completely ignoring all evidence sent.
If parking eye persist in the manner they are currently undertaking, I will make it my task to contact all the local shops, as well as local media.
As you are the main person to get in touch with, I would hope you will be able to deal with this issue, as a matter of urgency.
I look forward to your swift and prompt reply to this very serious and worrying issue.

If you get it to popla then yes you will, but as for parking eye, they are a belligerent company and they could make a claim. So keep all letters including envelopes if they are dated, and keep an eye out for anything. It's a pity you didn't stick to Strroma's #5, but it's wait and see time now.
Everyone would win if it was up to us, but it isn't. Similarly, no-one would receive unenforceable 'invoices' for parking on private land, because these largely unregulated scumpanies would have no business.

Already got everything i have sent etc documented, and also the recorded delivery slips etc.
Didnt keep the envelopes from them, but i will do from now on !! Thankyou again ..
