PPS Parking Fine - Please help!!

I received a parking fine from PPS (Premier Parking Solutions). I put in £3.00 to pay for a full days parking in Plymouth. When I returned I noticed a parking fine on my car. A fine of £100.00 or if paid within 14 days £60.00. I rechecked my parking ticket and noticed the machine had only given me £2.00 worth of parking instead of £3.00 the machine was playing up as I arrived but then appeared to be fine stupidly I just took the ticket and didn't check the parking end time.

I keep seeing comments about a change in parking laws in 2013 in England?? Do I need to pay for this ticket or can I ignore it?? I'm really annoyed as I did pay for a full days parking but have no proof so it would seem pointless appealing!!! Please help!!!

Just need to clarify a few points:
    1) This was a ticket stuck to the windscreen?
    2) This was in England?
    3) You are the registered keeper of the car and you live one England/Wales?

I suggest you read these threads thoroughly, and dont focus on "what happened"

    Don't ignore it
Don't pay it unless you really want to throw your money away
Wait for the postal notice to arrive and then appeal it as the registered keeper - there are always grounds as you will see if you have a read of the links Redx gave you

And one of them is £100 !!! you must be joking - how can this possibly be a fair amount to charge for what you allege was a £1 under payment - the legaleese for which is "not a genuine pre estimate of loss"

Take a look at the links for more

p.s. IT'S NOT A FINE - it's an invoice and they are demanding money they have no right to
