UKPC ticket on private development

Hi all,
This morning I was extremely annoyed to find my car had a "parking charge" on the windscreen. It was parked on a quiet road to the rear of my property.
I have read through a lot of the info on here this morning but just wanted to clarify a few things.
I live on a new housing development which is managed by a property management company to which all residents pay a management fee. The roads are managed and I believe maintained by this company. On the older parts of the park there are single yellow lines on most of the roads and UKPC signs, but where I live is fairly new (less than one year old) and does not have any yellow lines. There are no streetlights up here yet either, so no UKPC signs. The road my car was parked on is a cul de sac that leads to 4 houses, and runs along the back fences of our row of houses. The 'Parking Charge' is asking for a £100 payment (£60 if I pay within 14 days- how kind) for 'Parking in roadway'. The pictures they have taken (which can be viewed on their website if anyone wants to see?) show that there are no signs or notices- the nearest notice is about 100m away on a different street entirely, and in fact they've taken a picture of that sign in the string of photos they took of my car!! From what I can gather, the BPA policy states in point 18.3 that “You must place signs containing the specific parking terms throughout the site, so that drivers are given the chance to read them at the time of parking or leaving the vehicle”, and “Signs must be conspicuous and legible”, which this sign clearly was not.
So I'm just a bit unclear as to what to do in the first instance. I did ring UKPC initially who said that I must appeal, then put me on hold and left me there until the call cut off- costing me 15 mins of an 0870 call. I've written an email of complaint to the management company of the park in the first instance, quoting BPA policy to see if it can be written off 'at source'. In the meantime, do I just sit and do nothing until the NTK arrives? What if this is beyond the 28 day period, will I be opening myself up to legal action by UKPC- I really don't want that. In many ways it just would almost seem easier just to pay £60 to make it go away, but it's the principle that annoys me. Do I need to write an appeal to them through their website at this point?
Interestingly they've entered my vehicle reg number wrongly- it's a standard UK plate but they've written 'O' instead of '0' (zero) in '06'. Will this mean they won't be able to trace my car, or might trace the wrong car?
So sorry for the request for info- I just don't want to get anything wrong and open myself up for further issues.

so its wait for NTK, appeal the NTK with the template in the newbies thread, then go to popla if you get a popla code
meanwhile you complain to the landowner too
if they have the wrong reg number, thats another reason you wait for the NTK , ie:- let them make the mistakes, not you , especially if this is in england or wales0
