Yes I was advised on the phone that the flat is a leasehold so the parking space is private and rules must be adhered to. I'd rather not involve the landlord if possible as I rent through a letting agency so it's just more bureaucracy to go through.
POPLA date is till April 11th so plenty of time yet.
Waiting to hear back from the property manager though to see if he has managed to get ticket cancelled, if I don't get written confirmation of cancellation from UKCPS I'll proceed with POPLA.0 -
No need to get bogged down in details that POPLA won't consider (lease). It's relevant to a court defence but not that important at POPLA stage.
More important is to check the signage wording (show us a picture) so we can be sure they are alleging 'contravention/failure to comply' in which case they have to show a GPEOL. Some UKCPS signs allege a contractual fee which needs a tweaked POPLA argument; I have a saved copy of a POPLA appeal suitable if your sign isn't written in a favourable way about 'breach/failure to comply with terms/contravention'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've lived here for over a year now and never once seen a parking charge notice on any vehicle. It seems like they came round once a couple of months ago and realised what a cash cow it is, and now it's absolutely rife. There's currently one car in the car park with FOUR notices on the windscreen.0

It may well be that NONE of these PCNs are valid, I am sure that none would stand up in court.
If landlords and tenants are being harassed then it is the duty of the Managing Agent to put an end to it, either by paying them out of service charges or cancelling the PPC's contract.
Talk to your neighbours, point them to this site, tell them to tackle the MA head on. If any own their own properties tell them to be more pro-active.

The property management company told me they got UKCPS in because there had been problems in the past with non tenants parking in the car park and also people with only one space parking two cars in the car park.
My main gripe is the non compliant signage, theres no excuse not to have a sign on our gate, and also UKCPS pursuing residents for 'losses'. All the correspondence they send me is to the same address as the space in which the car was parked.
The final rejection letter reads 'If you choose to do nothing, we will seek to recover the monies owed to us via our debt recovery procedures and may proceed with Court action against you.'

If anyone has chance to take a look at the sign today to make sure my wording is correct with regards to GPEoL it would be greatly appreciated.

The sign is quite standard so your wording for GPEoL is fine. If I was you I wouldn't spend too much time on the lease question, just get the appeal off to POPLA and get it resolved.
Does your block of flats have a communal notice board? If so maybe a little poster directing people to this forum if they get one of these sham tickets might be a way to help out your neighbours.
