Having dipped my toe into this forum and for the first time asked advice I was rather taken aback by the negative responses and it has made me wonder if anyone has actually read:
Planning for death - forum discussion, especially the section on Power of Attorney and the importance of doing this before people/relatives/friends whoever become incapacitated.
Thank you to the people who were more understanding and no thanks to the people who thought I was a troll!0 -

But it's your brother-in-law's decision, not yours, not your husband's and not your solicitor's. And unlike with parents, where shrugging your shoulders and walking away if they don't do as you say has some pretty strong social taboos, no-one is obligated in the eyes of society to look after their adult siblings' interests. If your brother-in-law doesn't want your help, on your terms, then that's his problem, and you don't have to do anything.0
