Think it's in case of fleas and other critters or damp etc.

First (HA) flat I moved into had concrete floors and no carpets. I used lots of rugs (some borrowed!) until I could afford to carpet the place.

once fitted did you suffer fleas, critters or damp?;)

When I moved into an HA property a few years ago, carpets were not included.

Last year I moved again into Council owned sheltered housing. The carpet I left in the HA property was in beautiful condition - and a nice 'safe' mid brown colour.....they told me that it would be ripped out before anyone got to view the property.....this is apparently HA policy.
It's a shame in one way, as it would've saved the new tenants a good few pounds! But I can understand that not everyone leaves carpets that are in a useable condition.

When I moved into the sheltered housing the warden told me she was a little upset - the elderly lady who had this flat before me had had new carpets put in less then three months ago - and council policy is that carpets are ripped out before new tenants move in!
(I did get assistance from the council in decorating my new home - they provided a colour chart - and I could pick from half a dozen or so paint colours....paint was then provided for me....but I had to pay for a guy to do the work....and I had to recarpet too)
  • Sorry for probably silly question, its just my first time dealing with this sort of problem. Now I know :-)
