renting from housing association - their obligations??

could you tell me if it's legal for a housing association to provide a house without a carpet. My friend who is single mum was offered a house but they said they do not fit carpets. I though the accommodation must be did for living when provided for renting. Thank you.

    Housing associations let along side the council and are not required to supply any carpets or other furniture unless the property is let as part-furnished (almost unheard of for social landlords)

    I know what you mean, last year I bought a tent and when I got to the campsite there was nobody there to put it up, but the one I saw in the shop was up. but tents don't have carpets so its not really the same.:)

    Its is fit for living, plenty of people have no carpet for various reasons. Can she get some rugs until she can get a carpet?

    We have no carpets in our house by choice. They are not essential nor does it make the place uninhabitable if they are absent.

    The Housing Association do not need to supply carpets. IKEA sell small rugs for £1.75.

    The fact is she's probably comparing it to a private rent where normally a carpet/laminate would be provided. The difference is the landlords here have to 'sell' their houses to prospective tenants and she'd pay a heck of a lot more.
