So you would stop prisoners from receiving food? as they have not followed the rules.

this non-compliance you talk of can be as much as not applying for 30 jobs a week or being 2 mins late, have you looked at the job sites lately? not that many jobs on there. and does being 2 mins late warrant no money at all for 2 weeks?
