It is always counted as total data allowance, no matter what bearer you're on. It could be even EDGE.

Voda offer £15 handset & 33pcm for 3gb which may not be a lot but best deal. But heard voda are crap

Usually is cheaper to look for sim-only deals and buy phone elsewhere.

Having played with other halves note 3, I don't think it's a 7 inch tablet substitute - felt a bit too small for ipplayer

In the near future ill sell my iPhone 4 & buy a nexus 5 off eBay (poor battery life reports are off putting though) & upgrade to second generation nexus 7 from first.

Then go for GG tethering contract to tether the phone to tablet (or even the 3 contract which currently has unlimited 4g, for time being anyway)

If you live in a coverage area then EE 4G is great. If you can afford it then buy sim free and then get the sim only package.

If you buy a 24 month contract them factor in 2 price increases during this period.
