No prospective business needs to make a full capital injection on day one. As you mentioned there needs to be research done before any attempts to target a product / service are made.
During the period of research your OH and son could work together to build, what could actually change your sons outlook for the better.
Why not pay him a small, but motivating wage to help conduct the research, design the product / service, price the service and design ways to promote it.
The business will only succeed if your son pushes it forward and this is a relative acid test. You hope he realises that the relationship between working, earning and buying nice things can be a good thing. If it fails then the cash injection would not be cumbersome.

My local big supermarket are always desperate for online shoppers as not many people will work the antisocial hours (4am -8am) perhaps yours is the same?
I don't know about that but he is looking on job sites atm and last night was working on his cv. Personally, I would rather he got a job and I hope the lack of money will motivate him. I've just done an internet search and there are people already providing the service I am talking about. Not many, but there are some companies set up. We may already be too late with it but it is not the idea that is faulty, just that too many people may already be doing it.
The problem seems to be that you and your husband are both running around and bending over backwards, trying to make your son's life better. He is a 25 year old man, and until you both start treating him as such, you might as well get used to the situation because it will never change. He's the one who should be researching business ideas, etc. Instead it sounds like he's just sitting on his backside, waiting for you both to sort his life out for him.0 -

If you have a landline, then he doesn't need a phone. Alternatively a pay as you go phone will work perfectly well for incoming calls (from prospective employers), even without credit.0 -

Have you enquired to see if anyone is offering free business start up advice in your area to help you pull together a business plan so you could see how viable the business idea is. They'll also be able to tell you about any funding that is available. Ones I'd suggest you look at are New Enterprise Allowance that is something you could look at if you're entitled to if you are eligible to claim benefits. It may mean that your son will need to sign on for jsa though. Another thing to look at are Start Up loans which in some circumstances can offer loans.
These could possibly help your son to start up without putting your money at risk.
