Just a couple of questions to OP?
Does it state who exactly the t/party organisation are?
Is your vehicle reg. recorded as belonging to you either in your staff records or on an application for a permit (either permanent or temporary)?
Where you parked in a patients/visitors area?0 -
The parking is not part of your working contract. It's a separate contract, but with the trust.
I can dispute the first one, as that was because a Dr didn't have the sense to ask me to move my car when he walked past me at the front door of the flat!!! Yep, I was loading my car for a weekend away and instead do asking 'is that you car? Do you mind moving' he phoned the parking guys. Not actually sure what he was to do. He was still blocked in!!!
The second one was for parking at the front door of the residence flats!! There is no warning as to you needing permit to park there.
I will phone the parking manager and discuss with see if he will tell me the third party company.
Watch this space.
Given I leave Bradford in 3 weeks I won't loose sleep.

In bold is NOT how to word an appeal to a private parking ticket, even from a Hospital. And you certainly don't ring the parking manager and give away who was driving, pleeeeeease!!!!!!!
Are you sure these are not issued on behalf of a Private Parking company - in the small print, who does it say to appeal to? In any case as long as you or your OH is the registered keeper, DO NOTHING YET and just await the first letter.
After all this is all explained in the sticky threads already about how to appeal and when.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I phoned the parking manager to discuss the parking permit situation.
The trust deals with the parking for staff. The patient parking is through a outside company.
On the parking ticket there is no other company. If you pay the fine it's through the trust's cashier desk!!!
As stated in the original post the appeal goes to the assistant general manager (security) at the Hospital.
I have read the advice to be honest it's not clear. Clearly it isn't as there seems to be numerous post regarding tickets and given I spend my day talking technical jargon I struggle to understand the situation regarding parking fines and no one confirms seems to say whether they are lawful. Can a private company issue a parking fine? What about traffic Wardens? Do they actually have any genuine legal powers?0 -
No a private company can not issue a fine.
Traffic wardens do have legal powers.
You need to answer the questions people are asking, and give details of where you were parked etc.This is an open forum, anyone can post and I just did !0 -
I have already told you they cannot issue fines, I'm sorry I don't have time to go repeating myself! The ticket is an invoice, anyone can give invoices to you, I could send you an invoice for you reading this, that is not illegal. The point is how you deal with this is up to you.
The loss is £10 for the two tickets, £20 admin fee for this would be about right, however if it went further and they asked for £120 for the two then that would be an unlawful penalty. Ultimately the only way they could enforce it is through the courts.

We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I think you are mainly confused because you are still in the mindset that this is a fine, and you are thinking about Council CEOs (previously called Traffic Wardens) which has nothing to do with this invoice. A private firm CANNOT issue fines (UK contract law effectively makes 'fines & penalties' between mere mortals, as unrecoverable in law). Just because a piece of paper impersonates a parking ticket doesn't make it one - have you spotted the fact it probably DOESN'T use the word fine nor penalty?
Think of these 'tickets' as scam invoices. Then read the NEWBIES thread to see how to make that scam go away. You still haven't said who the 'ticket' says to appeal to (have you?) as that will tell us which PPC this is.

This does like you guys get a lot of this, please be patient with newbies. We are not as knowledgeable.
Looking back would it not be better to actually have a document by yourself and some other of your "colleagues" on the actual MSE website with a very clear glossary of terms and clear explanation of how a PCN works and what the companies will do and how you react? I think the issue with PCN's is the multiple jargon which catches people out. It would be very interesting to get some real statistics on this topic regarding amount of tickets given out. How many are lawful/genuine. How are many get paid etc.

I was parked in a "staff only area" which is where I live. The parking space is 4m from the Front door of the flat I live in.
But I need a permit.
Ok, the Appeals information is copied directly from the PCN notice
"Appeals
If you wish to appeal against the Parking Charge Notice you must state your case in writing to the Assistant General Manger (Security), Non-Clinical Support Services (address below) within 14 days from the date of the issue. All correspondence must include your name, address PCN number. You must also provide evidence as to why you do not believe you were parked in contravention of the Trust's Parking Regulations as displayed on notices and signs. All appeals are genuinely considered and the decision to accept or reject is based on the evidence supplied"
That's the full appeals procedure. So, clearly there is no company involved in staff parking. But a third party who is a debt recovery agent.

My concern is the trust withholding Parking Permits in order to ticket people and get more money? Cynical? Very. But if it makes money.
