It seems a letter of complaint is in order to the BPA . Send correspondence and evidence of initial appeal to them and complain that you never received a reply to your appeal and have never been given the chance to go to POPLA.Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. sorry, I've just read the letter more carfeully - this letter I have received is the "Notice to Keeper" (6 months later), however has been sent by "PDC - Parking Debt Collection" and not JAS Parking, who issued the notice..?0

My prediction was spot on, now make those complaints to the bpa and dvla, you'll find the addresses to do so in post #6 of the newbies sticky threadWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Great! A non-compliant/late NTK is a slam dunk win for a registered keeper at POPLA!
So the keeper can appeal to it - use the new version of the template appeal this time, in the Newbies thread I've changed it a bit since you used the last one. Send it to the address on the NTK. No mention of the previous appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

this is an updated version of the same template i originally sent to the the PPC? Do I need to mention anything about receiving the NTK after 56 days?0 -

hiya, yes the letter says:
"if within 28 days of the issue of this notice to keeper you fail to provide us with details of the driver at the time of the incident then under terms of schedule 4 of the POFA 2012 you are liable for the parking charge notice as keeper at the time of the incident. At this stage we may pass the account to a debt recovery company where further costs may be added".
What is confusing me is that this letter IS from a debt collector... has JAS accidentally printed the letter on the wrong headed paper?!0 -
I suspect somewhere in the tiny tiny writing at the bottom, it may say JAS trading as Parking Debt Collection or something similar.
