Doesn't seem though that there is much point to this - what are you getting out of it? If he doesn't want to meet what is the point??
Makes perfect sense

Did you meet him on a chatsite (or dating site) if your using a well known app that you can tell whether hes online I can guarantee hes chatting to other women. I had this and the same thing happened to me. I just stopped messaging and moved on. If he liked you we would have progressed a lot quicker than still texting random ok's or lol's after a few months. Oh and I did eventually met the guy that done this to me. And by the time I did I was bored anyway and only met him out of curiosity. Then he started messaging me... shame he didn't do it a lot sooner. As I said I got bored, deleted his number and moved on.0

If your on about Whatsapp the new privacy settings that have come in force mean that you can block anyone who isn't in your phonebook/contact list from seeing your profile picture, status or see when you were last online..if your using a well known app that you can tell whether hes online I can guarantee hes chatting to other women
I played with the new settings on Friday evening. Only the people in my phonebook/contact list can now see my profile picture, status or when I was last online. This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0 -
On the contrary - men are not confusing, they are really straight-forward. It is we females who read all kinds of things into what they say or don't say that convince us they are confusing.
If a man likes you and wants to chat to you, get to know you, spend time with you then he will. If he isn't making the effort to do those things then he's not really interested.
Time to move on

Because it makes him feel good to have someone hanging on him even if he doesn't want to go further.
Maybe he just wants friendship :-). A severely stunted friendship it maybe but maybe he's shy. This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0 -

Given the OP has spoken with him on the phone and asked him about meeting etc it is clear that if he is shy she's done everything she can to help.
For my mind, he's not interested in proper relationship really and the OP should move on to new pastures.
Others have suggested he's got a number on the go or might be married. I thought I was being a bit more polite about it!What if there was no such thing as a rhetorical question?0
