Parking fine (dad may should have paid)

Hi guys I'm new and any help would be appreciated.
My dad got a parking fine in November from a private company, NPE (Norfolk Parking Enforcement). I done some research online and quickly decided it was an invoice and told him to ignore it, which he did.
After another follow up letter we have now received another letter this time from Debt Recovery Plus ltd stating if he doesn't pay in 2 weeks time "we will recommend to the creditors that court action should be taken to recover what you owe".
Just wondering if we are still ok to keep ignoring it, the ticket was a joke in the first place and the car park it happened in has no clear marking between where you can and can't park the whole thing is a farce.

that thread explains all the options open to you - see debt collector stage and make your decision based on that info.
Complain to the landowner/retailer etc - linked again from that thread above.
It is not a fine but a speculative invoice.
NPE are not particularly known for court action however do not ignore either a solicitors letter (most likely to be from Gladstones or LPC law) or court papers from Northampton.0 -

What sort of research in 2013 told you to ignore it?! You must have Google searched the company and read old stuff from 2012 or before, not realising that ONE CLICK would have got you to page one of the same forum and all the advice about APPEALING it and winning at POPLA.
NPE read this forum so do not respond to any pm offering to 'help'! Now you are too late to appeal it but your options for that stage are in the NEWBIES thread already linked above.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well I obviously didn't do the right research which is frustrating! I'm tempted just have it paid to be honest I don't think it's worth the hassle least not now anyway. We've lost the right to appeal and short of a small miracle I can't see it being over turned

But they to my knowledge never go to court, it being at DR+ stage means that you are at the template letter stage of this scam, they pre print these letters in the thousands, and just add a name and address, they are powerless!
Edit: I take that back, they done court the grand total of once in 2012-2013 after getting probably thousands of details from the dvlaWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Who Cares if it isn't over turned???
This lot dont have a track record for issuing court claims so why are you worriedProud to be a member of the Anti Enforcement Hobbyist Gang.:D:T0 -
if you get an LBC from NPE then its different, as you can respond and offer POPLA as arbitration, in other words as an ADR to court

I'm worried because it's gone to a third party. I don't care what anyone says getting a letter like that is a bit intimidating, I know that's the idea but still. Plus I've already made a bad judgement call once and I don't want it to happen again, especially since it's not my ticket I was trying to help and here we are.
I just don't know what to read it's like an information overload.
I read about writing a letter but it's a car park on a shopping precinct so I don't know who actually runs it with regards to writing to the owners of it to complain.
Even if I do manage to find out, the debt collectors reckon we've 2 weeks so I don't know if they would, or could, bombard us with more threads whilst I'm trying to sort it.

You are not taking on board what we are saying, debt collectors are powerless, if receiving 3-4 letters is being bombarded over a period of months, then you can't receive junk mail at all, I sometimes get that a day! This will not go to court, letters are templates that an address is added to, they are designed to intimidate, and paying attention to them is depriving you of time with your family.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. I am really trying to. What I meant by bombarding was if I had an exchange of letters of the course of a number of weeks with the car park owners, the debt collectors would surely keep on at us?
To cut a long story short my dads been in and out of hospital for a few weeks and I'm trying to take over things here.
As I say I'm pulling my hair out and just need someone to say DO THIS DO THAT AND YOULL BE FINE I appreciate that the threads probably tell me but I'm really struggling to work out what's relevant and what isn't.0
