I would have thought that they wouldn't have had enough manpower or resources to investigate every fire that they have to attend.
IIRC they generally find a cause/location/source of the ignition to determine whether or not the fire was suspect. They won't necessarily do a full investigation, but can usually identify fairly easily the point where the fire started.0
