This was my thought too when I said earlier;you could well be quoting an internal maximum discretion but it doesn't mean it is an automatic right.

hi all ,i have a packaged account with lloyds , firstly around 2005 i had the normal current account i remember getting a call from the bank asking me to come in to review my account which i did.. they told me they were fazing the account which i held out so i had to have the premier account at a charge of £17 a month ... in 2008 i was going on a family holiday to america so i asked for a overdraft just in case anything happened while away , they said i could have free £500 overdraft only if i changed accounts to the premier at £25 a month which i did reluctently

Probably not as a £500 fee and interest free overdraft is only available with a Premier Account.DEBT FREE!
