If you'd gone to the 'parking tickets' sub-forum first (rather than this Motoring Board which is for anything and everything else motoring-related) you would have seen the advice about private parking tickets in Scotland/NI which is in the 'Private parking ticket? NEWBIES please read this first' sticky thread. Shows you a nice Watchdog video which only applies to cases in Scotland/NI nowadays and would have answered your queries.
Here's a case where a person just posted the same old query as yours, on that forum the regulars get this every few days despite the sticky thread already covering it:

Of course you don't pay and neither do you contact them again (very naïve). It's not a fine. Have a chuckle at the Watchdog video in the NEWBIES sticky thread at the top of the parking forum.

Today i recieved a letter from Roxbourghe parking services, saying that I now owe them 118 pounds for the same offence as above. Has this happened to anyone, or does anyone know what to do now?0

Yes - it's happened to me and several of my relatives.
It's normal and expected (especially as your wife contacted them previously)
But nothing has changed.
You continue to ignore them. There will be a few more more letters before they give up.
Just do not contact them in any way at all.
As we discussed several weeks ago there will be more letters threatening all sorts of things that can not, and will not, happen.
There is a chance in a million that they might attempt court - but in that case we will all be delighted to help you with the correct response to kill it dead.0 -
Continuing on from the letter today I received a call from Roxburgh solicitors, it was my son who answered the call but i wasnt in at the time so he just hung up. What should I do now?0

If they actually are solicitors or debt-collectors that's enough.
But of course you can simply do what your son did - hang up on them - but they will ring you again every so often.
