Parking Notice from NGP- New Generation Parking

Hello,
I would like to know if anyone has had any of these NGP- New Generation Parking fines lately and if I can IGNORE it or I actually have to pay it as its under the Protection of Freedoms Act 2012(POFA). I am not sure what has changed with this act as previously everybody was saying just ignore them. Can they actually enforce it now under the protection of this Act???
I received a letter with 2 pics of my car being parked in a disabled place(my bad, but it was for 5-10 mins as I was 6 months pregnant at the time and rushed in this gym to use their toilet facilities so I parked quickly right in front of the gym in this huge retail centre). I never expected them to have people looking to fine drivers around there. I was away for holidays for 2 weeks and saw the letter as we got back saying I needed to pay 60£ in 14 days or 100£ after. Obviously as we were away straight after we came back the second letter arrived yesterday saying the 14 days were gone and now I have another 14 days to pay the 100£ or they will take further action by sending it to a debt recovery agency and/or be pursued through the Courts under the Protection of Freedom Act 2012 (POFA) which will obviously incur additional costs.
My husband is urging me to pay it ASAP but I just feel like telling them to go do one
has anyone got more information please???
