I'm fairly sure this is a wind-up. In addition to what others have said, if the OP hasn't got the other £15 for the coat, why does he need the coat in the first place? If he hasn't got any money, then he won't need to go out as he has no money to do so.
He says his parents can't help as they are pensioners. I'm a pensioner but if my kids were in such a situation, then I'd sure as hell make sure they had the money to make the purchase even if it meant I had to sell something I owned. Or if I smoked, give up buying a couple of packets of fags.
Lastly, why hasn't the OP got any money? Does he not get benefits? Does he not work? Presumably he gets one or the other and has spent the money on something else."There are not enough superlatives in the English language to describe a 'Princess Coronation' locomotive in full cry. We shall never see their like again". O S Nock0 -

I took the OP to be a female (no idea why), they say they can repay the £15 back in 2 weeks so they must have some kind of income in 2 weeks.0 -
So there is no chance that the OP is living in a small village in the middle of nowhere with limited transport and only a small selection of shops to choose from?
I have relatives who live in a village about 30 miles from York and their selection of shops consist of a butcher, a pub and a newsagent... If they were ever to find themselves struggling financially then I'm not sure what they would do?
I for one find it rather sad that someone is in the position of having to scrape together a few quid to buy a coat to keep dry and warm! Instead of judging think what you would do and feel... Not nice is it?
In all honesty, I don't think that the OP (assuming this is a genuine post) has thought through his/her options before posting but that's not a reason to criticise them when they ask for help!

Bexleyheath is about 15mins from Central London, there are numerous transport options to go to several major towns with large shopping facilities.I don't respond to stupid so that's why I am ignoring you.

...transport options which cost money, one would presume.

Sure but the town itself also has it's own shopping centre so...

I was just about to comment something similar. And to just own one coat which is no longer fit for purpose...All that glitters is not gold.0
