How would that make a difference...?

It's somewhat nonsense since you're complaining to the people who aren't responsible for the fraud. Your complaint is with the person who scammed you. Not NatWest and not Lloyds.

    1) It makes a difference because they said they can recall a payment but they cannot recall a transfer. And if there is nothing on online banking which seperates the two when you input a amount, it's a error.

    2. I know my complaint is with that person but how can I contact him when he does not reply to any of my e-mails? I need something which is a higher up to contact him to get his attention, and that's through his bank or the police.

I think you're misunderstanding what they mean or they've worded it wrong when explaining it to you. In terms of online banking, "payment" and "transfer" are effectively the same thing - a transfer from your account to someone else's. Neither can be recalled. A debit card payment, where you used your card in a shop or used the 16 digit card number and expiry date to make a payment, has chargeback rights.

If he is a scammer than having his attention will do absolutely nothing, and his bank cannot get you your money back. They will also not try to "get his attention" for you, and even if they could if he's a scammer he still won't reimburse you.

Your only real option which will help you at this point realistically is the police. Not complaining to either bank or the FOS.

    1) Okay, I understand that now.

    2) Would they be able to get the money back if ActionFraud contacted Llyods (the guy I spoke at Llyods to did say if Llyods are contacted, then Lloyds will investigate)? Also how long would it take for them to contact me? I sent in my application yesterday, any rough idea about this?

If the scammer withdrew the money and/or closed the account, then no, ActionFraud wouldn't be able to get the money back from Lloyds. Personally I would bank on it not being received back for some time, if at all. Not nice, but that's the way these things tend to go.

As for the rest, I honestly don't know.

I don't know why Paypal can get the money back instantly but banks like these can't. They need to follow what Paypal do if businesses and scammers use "bank transfer" method to get the money, there should be a option for people to chargeback otherwise everyone would lose their money without having a go at it if these banks just say "no". I knew I should have stuck with Paypal. My stupidity.

Have you used google to locate a telephone number?
This computer shop with a listed number has the same address as uk-elektro.com
    http://www.pcrush.co.uk/?action=contacts

Ring them. If no joy your next step is trading standards

That's not the point of bank transfers. Bank transfers are meant to be cash transfers, functionally equivalent to taking out money and walking it down the road to a branch of the other bank. PayPal are able to offer that service because, well, they offer that service - they have an agreement with both ends of the transaction saying "if there's a dispute we will deduct the money from your account unless you can prove it was legit". Banks do not have that.

That's the point I'm trying to make. Banks should follow what Paypal do and offer that service of chargebacks, it makes sense. 80% of the time I use Paypal but this time I don't know why I changed my mind.
