I agree that people who accelerate too slowly on slip-roads are a problem.
In the situation described though it seems possible that someone unfamiliar with the short slip-road got near the end of it, realised they couldn't merge appropriately, and therefore had no choice but to stop. They are then stuck waiting for a much larger gap than they otherwise would in order to join the main carriageway.
I don't see there is any way this is illegal. (The alternative would seem to be a law requiring someone to cause an accident by continuing onto the main carriageway regardless...)0 -
This is why its far easier if you are already on the motorway to move into the middle lane or other lane on dual carrieway if free to allow people you see on the slip road to enter easily... Or is this being too courteous?
Arguably some slip roads are that short it's almost impossible to get up to speed.An opinion is just that..... An opinion0 -

I.e if you pull out in front of the other cars when there is a tight gap then you're driving without due care and attention.
But if you stop it's illegal as well (so OP says)

You'll be waiting a long time because there's no law at all against stopping before joining the main carriageway. It may be (generally) bad practice. but it can't always be avoided and it's certainly not illegal
On the other hand the alternatives - pulling unsafely into the traffic flow or using the hard shoulder (if available) - ARE illegal.
And bombing down a slip road to "reach merge speed" without being aware of the car ahead that seems to be slowing or stopped is, at least, careless - "it wasn't my fault, I was looking over my shoulder" would be an interesting one to play in court
