You don't need to 'plan a marriage'. If you just want to get wed
it's a cheap and speedy option.
I think it's about £120 in total as browneyedbazzi said.
Takes two weeks in total. Bit of form filling but no hassle.
Frankly dressing up like a penguin and a fairy off the christmas tree doesn't always make for a good marriage anyhow

You cant fund a wedding and accommodation with no money.
You need to find out how much you need for both, and save. It is the only way, save save save
