Welll if you read NittyGritty's posts , then it should be a forgone conclusion.
Why are you even doubting that you can get out of the contract?
DUTR seems to be someone who sits back and does nothing and accepts whatever comes along.

If you'd have signed up last January you'd be facing a 6% (5.98%) increase over the two year term. For medium sized businesses paying around £1000 per month that will add £1000 to the contract.0

Well I've contacted Ronan Dunne with the points that others have put across in this thread. So, I'll wait and see. Not a big deal, I can cancel in August anyway, but I'll see what they have to say.
So far I've had a response saying that they are looking at it and it can take up to 5 days to get a response.
Would I be best going to straight to CISAS should my email fall on deaf ears?

Well as you don't know me, your quick analysis couldn't be further from the truth, the difference though is quickly identifying a lost battle.
Thinking back there has been a price rise or two in the past as my monthly was £19.99 and now £21.07 before the impending rise (and it's not to do with VAT alone.
Anyways if O2 withdraw their proposal I will be one of the 1st to say well done folks.0
