Ppi claim defended

I have recently tried to reclaim ppi that was sold to me on 2 loans in exactly the same way(I was told the loan application would likely be rejected without taking out ppi).
The outcome has been that one loan was proven to be missold and have received compensation for this but the other has been defended and have received a letter saying they have no reason to believe it was missold?? I wrote exactly the same on each complaint form .
I'm confused into how they have come to the conclusion that one ppi was missold but the other wasn't when they were sold to me in the same way ??
Any advise on why this would be would be greatly received

lack of sales evidence for one sale or they have change their policy of how the sales were conducted. possibly one was a pre-regulation sale.....we could go on and on with reasons why0

Were the two loans with the same bank and were they separate periods or part of a chain?0

I don't understand it then as I thought being pressure and being told the application wouldn't be processed is misselling no matter what the circumstances were .
It's likely therefore that the upheld complaint was an automated success because of the amount involved. I'm guessing that the declined complaint had the greater value?0 -
The loans were with the same bank.
If the complaint is weak why would one be proven to be missold but the other not ?? And how do I make it "not weak" if this is what happened to me0 -

Yes it would have the greater value I think as it was the first loan I took out0 -

No sufficient evidence , I just don't get it when I supplied the same as the one that they proved to be missold . Surely they must know what sales pitch were being given to customers at this time .0
