    I feel everyone should have their bin replaced for free if it gets stolen, not just people in dodgy areas.

    True we all pay for everything that the council spends but that's life.

    It does as I said if you report it and give them a crime reference number

    my local council dont provide any bins to anyone! and if you want a wheelie bin we all have to pay £40, so if i were you id probably be jumping at the chance
    Even a stopped clock tells the right time twice a day, and for once I'm inclined to believe Withnail is right. We are indeed drifting into the arena of the unwell.
