    I think you have misread wealdroam's post.

    They have said if 6 bins were origionally provided, and since then 2 have gone missing, then they see no reason why the council should replace them FOC (ie, the OP should therefore pay for a new one).

    Having said that, my bin was stolen a couple of years ago and I was provided a new one FOC. It came to light a few weeks later that it had been used to move tiles that had been stolen from the church roof next door to me.

    I think that each flat needs it's own wheelie bin and it should be provided free of charge. My council may not be the best but wheelie bins and recycling bags and boxes are replaced free.

    If I paid £20 for another bin, I would be including another £5 for a padlock. ;)

    My council said the same, but when I took a load of stuff to the tip, I spotted a bunch of new wheelie bins, I told the chap that mine was nabbed so he said just take one.

    check the councils own website and find out if they supply one bin per property. sounds strange to me that a six flat block only had four bins!

    I've had several new recycling boxes from the council where I live free of charge. No wheelie bins where I live because we have nowhere to keep them so we have to put boxes out. The council also supplies bin bags free of charge too. In fact we're not allowed to use our own even if we wanted to.

    The council will supply a new one if you have a crime reference number and is standard process now if they have been taken to get one before it is replaced.

    Me personally, on my bin with my number on it, I drilled a hole at the lip of the bin and put a padlock on mine (communal flat and outside storage) pain in the !!!! but at least I always have enough space to put my stuff and see other tenants have done the same now too.

    Councils decided that people should have wheelie bins, so I think they should replace them if they go missing. Let's face it some people live in dodgy areas so what are they supposed to do.
