I wanted to wait a few weeks before I posted my comments on here. I complained to a manger in a shop on the retail park and they kindly cancelled the 'fine'. The store manger simply phoned PE and cancelled the charge. I have not received anymore letters from PE and as told by the store manage I won't, the store manager told me in her experience of cancelling these charges for her staff PE will not send any letters to inform you that no payment in required.
Finally I am glad to say I did not need to fight PE or attend court.
So a big thank you to all of you who had responded to me and gave me your advice. If it wasn't for this forum I would of gave in and paid up.

Now it might be just me being a bit of a worry boots here but I think you need that letter from P E.
Why? Because they have 6 years to possibly resurrect this and if they did so you have no proof - staff and shops move on and if this ever reared it's ugly ahead again you might be unable to find any trace of the nice chap that got it cancelled.
They can and do send out confirmation of cancellations no matter what the store manager says but you may have to bang a few drums to get it. Take a look at this thread from an OP who, after a retailer instructed P E to cancel, managed to get the cancellation letter by contacting P E and complaining Steve Clarke at the BPA

Hi, I have a Parking Charge Notice from a photo recognition camera. The stay in the car park was back in October 2013 but they sent in to an old address first for some reason. They have now sent it to my current address with all the details that everyone else has mentioned. A £100 charge reduced to £60 if I pay now, credit reference agencies mentioned etc etc. My problem being that whilst I was using the retail park, it was for a meal paid by cash so I have no receipts or anything. If the departure 'photo' of a black square with my number plate in the middle is to be believed then I stayed 35 minutes over the supposed allowed time. Do I just send the letter / email at the top of this thread as suggested? I did own the car pictured back in October although I no longer own it - does that make any difference to the letter / wording? Thank you for your help :-)0

I noticed there is some surprise at the timeline between the PCN and the LBCCC. I have a LBCCC letter dated the middle of May and the alleged parking event only occurred at the end of March.
I have not received any letters about debt collectors. Maybe it is a new trend by PE ?0
