I wish that people would stop predicting the collapse of PPCs.

Their business model is based on fear, greed, and ignorance, the motoring for a will have little effect on that, where these fora score is by chipping away at the law, complaining to the BPA, DVLA, ICO, OFT and Trading Standards.

The great unwashed will remain ignorant of the vagaries of Contract Law, the difference between a speculative invoice and a fine, and thet difference between criminal law and civil law.
You never know how far you can go until you go too far.

These last minute POPLA opt outs seem to be increasing.

Either PPCs are realising the hiding to nothing they are on, or something else is afoot?
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

My guess is the second option.
The word "gullible" isn't in the dictionary
    Tickets: 19 [cancelled: 18, paid: 0, pending: 1]
    PPC Appeals: 8 [accepted: 2, rejected: 5, pending: 1]
    POPLA: 4 [accepted: 4, rejected: 0, pending: 0]

IMHO - I agree with Prosnap here also -and I have left comments on various threads,.

BPA members had a meeting at the end of January regarding Enforcement of parking charges. That together with the new coaching and supported hints from the Lead Adjudicator - it is my suspicion that they will be reassessing how they submit evidence.
  • I agree with c-m.

Why bother with cases where it's obvious you will lose at POPLA.

As someone has said, there's enough to made from fleecing the great unwashed.

The great unwashed sadly may be unaware of due process and feel obligated to pay due to how the parking charge notice is designed. POFA and POPLA were not widely publicised to the general public to start with and POPLA is still relatively new compared to the length of time some of these parking companies have been operating.

There is now a more gradual awareness thanks to the internet and several newspaper reports etc and there are also those who are successful in appeals by just reading the forum and not posting.

If the parking companies did not feel threatened then why has there been coaching sessions and that report by the Lead Adjudicator?
