Oh Pollycat, ...here is the answer for you.
The stochastic probability of a copycat site being a passport was high when the thread was started. And evidences from this thread indicate that such copycats were evenly distributed on on focusing on consumers habbits while searching for passport application or passport renewal.
Statistical correlations on google search trends also indicate the passport renewal was the no:1 targetted SEO term by copycat perpetrators on government services. Hence the title of the thread was kept government copycat, rather than passport copycats.
