Speaking as a tenant, there is no way on God's green earth that I would start painting walls and ripping up carpets without LL's permission. I use rugs, cushions and throws to put my stamp on rental properties.

Do they agree it should be changed back or even that they were out of order?

Although changes are not supposed to be made, I do agree small changes, for the best are acceptable.
But changing carpets etc in someone else's home, is not acceptable.
A rented home is like staying in a hotel, you are paying for the time stayed. Would you really go and change the carpets while staying at a hotel? You wouldn't, its not your's to do so.0 -
I don't understand the people who are saying that tenants can do whatever they want as long as they change it back at the end. For a start, standards of decorating vary enormously and it would be difficult to match the finish of a professional if the tenants did the job themselves.
I wouldn't be happy if my tenants did this without asking as we have just spent over £2000 professionally decorating the property. And anyway, it contravenes our (standard NLA) tenancy agreement:
1.25 Not to damage the Property or make any alteration in or addition to it or the electrical or plumbing system or decorate or change the style or colour of the decoration without the express written permission of the Landlord
If you never inspect a property until the tenants leave and when you get in there it looks fine, just like when it was rented to them then what would be the problem? If a kid has drawn on a wall and they repaint it tidily and do a good job before they leave then you'd have to be a bit bonkers to hold back the deposit just because you smell paint?
Or what would you do if your tenants were actually professional decorators? Or a kitchen fitter? Would you be okay if they said they'd do some work to the place then, if it needed it?
Sure, if someone messes up the property and you have to pay to put it right then that's something you charge them for. That's totally accepted, but not every tenant is a lunatic!0 -
I'm hoping to renew my tenancy soon, and if I do I want to re-decorate it will be repainting the same colour it already is but I will be asking my LL first.
I'm doing it because it looks old and tired ie skirting boards going yellow etc I hope to stay long term and would like it to look a bit fresher.0 -

Because the legal standing is, that when a tenant leaves, they must return the property how they found it when they moved in(minus wear and tear). That's it.
You may not agree with this, but that doesn't make it wrong.
No one said that the tenant didn't have to use the services of a professional to get the property back to this state. If they need to get a professional painter and decorator in, then so be it.

My T repainted the bedroom red and white with a black GLOSS wobbly line where a dado rail would be. Good thing I'd only woodchipped and it'll come off easily. Oh yes, and the baby put it's hand down it's nappy and smeared poopy all over the walls.
